Service Disabled Veteran Owned Small Business (SDVOSB)
Executive Order 13360 of the President dated October 26, 2004 increases Federal Contracting and Subcontracting Opportunities for Service-Disabled Veteran Owned Businesses by establishing procurement preferences.The procurement preferences allow Federal contracting officers to restrict competition to SDVOSB concerns. The Small Business Administration has since established a SDVOSB program. The program defines the criteria used in Federal contracting to determine eligibility for service-disabled veteran status. It also defines business ownership and control requirements, guidelines for establishing sole source and set-aside procurement opportunities, and appeal procedures.
ERM has extensive experience in servicing disabled veterans and can help determine eligibility for the SDVOSB program.
The Department Of Veterans Affairs Vocational Rehabilitation and Employment Services,(VR&E) Program is authorized by Congress under Title 38, of Federal Regulations, Chapter 31. It is sometimes referred to as the Chapter 31 program. The mission of VR&E is to help veterans with service-connected disabilities to prepare for, find, and keep suitable jobs. For veterans with service-connected disabilities so severe that they cannot immediately consider work, VR&E offers services to improve their ability to live as independently as possible.
ERM offers the following VR&E Services.
- Assessment and evaluation of Veterans needs
- Analysis of transferable skills which includes intelligence testing, skills evaluation, values, educational history and requisite competencies needed for an appropriate and expedient return to the workplace.
- Interests, aptitudes, and abilities assessment.
- Monitoring, tracking, and maintaining records of individuals in the Recruitment and Retention program.
- Exploration of vocational goals and educational options with transferable skill testing and recommendations.
- Provide assistance in all aspects of placement related activities.
- Complete Assessment with recommendations and research.
- Case Management Rehabilitation Services
- Provide assistance to veterans in order to accomplish goals of the Written Rehabilitation Plan.
- Maintain and develop database system of support and ancillary treatment services.
- Discharge planning and coordination of Services.
- Act as a liaison between various regional and state rehabilitation related services.
- Ensure that veteran needs are met in the following Service Levels:
I - Veterans with few needs and demonstrated capacity for independent action
II - Veterans with multiple or complex needs and minimal resources
III - Veterans who need substantial assistance in securing necessary services - Employment Services
- Assess transferable skills, employment densities within the veterans geographic area and job readiness
- Provide a full range of appropriate employment readiness services
- Assist with job development and placement coordination
- Comprehensive Employment Services Levels I, II, and III
- Educational and Job Counseling
- Ascertain the most appropriate placement scenario incorporating vocational testing, disability, and past work history
- Testing of the veteran's abilities, interests, aptitudes, and values
- Evaluation of proposed employment setting in terms of job density
- Assist in employment exploration and guidance
- Personal adjustment counseling to the workplace
